In the case of production music licensed legally, no laws are being broken and it's quite possible to find very affordable deals for use.
Some production music sites have different levels of use, so if you were licensing music for a presentation for your company at a conference, the cost would be less than if you were putting the music into a film for theatrical release. In the latter case, the composer could make more money from performance rights organization, assuming the film played in the proper venues or was aired on the proper TV channel and the film cue sheets had been filed by the production company.
