Is there a strategy to reduce PayPal charges on purchases around or under a dollar?
This came up with a friend of mine who's planning to sell downloads of music tracks, and I believe he was looking at a fee of something like 30 cents per download.

You'd have to contact PayPal directly, but I'm pretty sure that's not possible. You'd be better off negotiating that with a regular merchant bank.
It seems that Paypal charges the higher to smaller transactions. I sent $100 to my friend and he was charged around $3. Then I sent $2 to him and he was charged around $0.4. I think you will be charged more (in percentage) for the $1 purchases.
When I receive amounts in Canada from about $1 to $60 or so, I'm not aware of being charged a fee. And when I transfer to a bank account, there's no fee if the amount is at least $150.
I am not sure how PayPal charged the receiver for payment, but last time I was charged some money for a credit card payment my customer made. I didn't know that I will be charged for receiving credit card payment via paypal. Besides, as far as I know, paypal only allows five times of receiving credit card payment. Does it mean that I cannot have the credit card payment for the sixth time, or do I have to pay extra for that?

That sounds very odd. In the case of a very busy site, that just wouldn't work at all.
