What would be an average design costs of a shopping site. I am interested in launching my own shopping site however I am not sure about the costs of designing such sites. I have a budget of slightly around 500$ for the designs. What do you think would be a costs for designing a shopping site.

I've designed a few sites for less than that plus maintenance or insertion. I have a friend who also does this and charges very reasonably. Price is going to vary drastically based on what you are wanting or like as well.
